How China’s military becomes a global power

Along with economic development, China is upgrading its military equipments, but the improvement of military hardware does not mean that China's military strategies and capabilities rise simultaneously. There are some limitations for China to achieve the both.


First, opportune timing. The political landscape and military situation result from historical evolution. United States has deployed troops around the world through the colonial wars, two world wars and subsequently intervention wars. History in the future will not create such opportunities for China. In an era of U. S. domination, it could be difficult to develop military capabilities without US approval.


Second, the objective needs. The strategy could clearly reflect a nation's cultural psychology. Overall, China's military doctrine is still the legacy of the past. Most Chinese soldiers engage in the garrison of Chinese coast border and fortresses as top military presence. Although globalization has made the Chinese feel that the world needs a new order, Chinese people still tend to follow United States’ wishes. Writers and artists from the Chinese military circle are always singing praises of the eternal pride in defending border, which proves China is not yet accustomed to viewing the world with military eyes.


Third, the enormous financial capacity. In the 1970s, UK gave up the modernization build of Simonstown naval base in South Africa's Cape of Good Hope because of financial exhaustion. In 1991, the U.S. military abandoned an aircraft carrier base in Subic Bay of Philippines due to financial problem. Even the big powers can not make the deployment of troops beyond the financial capacity. U.S. military fiscal spending for the year 2011 is 668.9 billion U.S. dollars, while China is 91.5 billion dollars. With this, China can not deploy its troops throughout the world.


Fourth, the real allies. It is most difficult point for China, because China can not have many followers possessing similar political values and shared security concerns. United States understands the key aspect of China’s military deficiencies, therefore its policy is not to defeat China but to block China’s ability forcing China to become a military power in isolation. Creating the "China threat” theory is to isolate China making it short of allies. If the Asian neighbors keep China as a threat, the United States will effectively prevent China from establishing military alliances. Alienating China, and making it a lonely giant, the United States will relieve then.
