Despite the order of 1.6 billion U.S. dollars to relieve the current famine in eastern Africa, only half of the funds has been allocated, Ban said.
Ban thus expressed his hope that bigger member states in UN could increase their aid.
Drought in the Horn of Africa has affected more than 11 million people living in Somalia and its neighboring countries such as Kenya.
Ban Ki Moon arrived in Finland on Friday for a three-day visit at the invitation of Finnish President Tarja Halonen.
