Chinese Foreign Minister Yang Jiechi will attend a series of foreign ministers' meetings running from 21 to 23 July on Indonesia's resort island of Bali, Foreign Ministry spokesman Hong Lei announced Thursday at a regular press conference.


The foreign ministers' meetings include ones between China and the Association of Southeast Asian Nations (ASEAN); ASEAN and China, Japan and the Republic of Korea (ROK); as well as unofficial consultation between foreign ministers regarding the East Asia Summit and the ASEAN Regional Forum.


Hong said the foreign ministers who attend the meetings would exchange views on regional and international issues of common concern, make proposals for and review the 10+1 (ASEAN plus China) and 10 plus 3 (ASEAN plus China, ROK and Japan) cooperation, and discuss issues concerning the future development of the East Asian Summit as well as the ASEAN Regional Forum.


According to Hong, Yang would articulate China's proposal to step up 10 plus 1 and 10 plus 3 cooperation, China's views on the Asia-Pacific security situation and the structure of the regional cooperation, and China's stance on the future development of the East Asia Summit and the ASEAN Regional Forum.


Yang will attend the meetings at the invitation of his Indonesian counterpart Marty Natalegawa.

While before the above meetings, China will also meet ASEAN in a high level affais metting in Bali on July 19. Since the meeting was called to held by China, some foreign media start speculating that China plans to lauch a series of "dialogue offense" to ASEAN nations.


For ASEAN, it has been hoping that the "Declaration on the Code of Conduct on the South China Sea" signed between China and ASEAN could be upgraded to a multilateral agreements including U.S. and with "legally binding."


However, ASEAN's idea doesn't suit China's core interest and doesn't make sense, either. And China had expressed its clear stance many times.


"China has all along insisted that the South China Sea dispute should be resolved through direct negotiations between related parties in accordance with historical facts and widely recognized international laws," Hong Lei, the spokesman of China's Foreign Ministry said.


"Practice has proven that direct negotiations between relevant countries are the most effective means to solve disputes on territorial sovereignty and maritime interests," He said.

The reasons that China would like to talk about the South China Sea (China's territory) is completely out of the concerning on the stable Asia and cooperative development.


Just like Jakarta Post said in one of its article:


ASEAN should realize that they have no chance to stand in a military confrontation against China in the South China Sea; and such a condition, however unfavorable, provides ASEAN countries with very limited options to create a strategy vis-à-vis China in this case.


Once again, it is up to ASEAN countries, particularly the claimants, which option they will choose. Nonetheless, the smart choice is to continue engaging China in multilateral arrangements while restraining themselves from doing provocative actions in the disputed area. With reciprocity as a basic principle, it is hard to expect China to behave if ASEAN countries themselves cannot."
